World's First Certificate Based Joint Support Scheme Became Operational
On January the 23rd, the second release of NECS went live, enabling the world's first certificate based joint support scheme. NECS is the Norwegian central registry for tradable guarantees of origin and support certificates, and it is based on the Grexel Certification Framework, GCF - the technology platform already in use in Grexel's registries in Denmark, Finland, Germany, Luxembourg and Sweden. Elcertificate support certificates common to Norway and Sweden can now be handled in the system, including importing and exporting the certificates between Norwegian and Swedish accounts. In addition to market statistics of Elcertificates issued in Norway, the new release also includes common market reports for Norway and Sweden.
New Norwegian Certificate Registry Launched
The Grexel-built Norwegian Energy Certificate System, NECS, saw the light of day on the 15th of December. This first release of the new central certificates registry system enables the trading and handling of renewable electricity guarantees of origin and other similar electricity tracking certificates. The ability to handle Elcertificate support certificates common to Norway and Sweden will soon follow. Grexel helps Egypt to build Energy Certification Scheme
Grexel helps the Egyptian electric utility and consumer protection regulatory agency, EgyptERA, to design an energy certification scheme for Egypt. Such a scheme enables reliable certification of energy and sales of renewable electricity products and services. It also permits companies to use certified renewable electricity as part of their products and services. The designed system is compatible with the main energy certification scheme in Europe, the European Energy Certification System (EECS). A reliable and credible energy certification system enables Egyptian companies to capitalize on the concept of virtual green energy export, i.e. selling premium priced products and services where use of renewable energy is an essential component.
Grexel presented the results of Residual Mix Calculations for 2010 as part of the RE-DISS project
15 Competent Bodies from different EU Member States and the Competent Bodies of Norway and Switzerland were gathered in Brussels on the 30th of May 2011 for a RE-DISS (Reliable Disclosure Systems for Europe) working group meeting. The meeting was also attended by invited outside stakeholders and the RE-DISS project team. As a part of the meeting, Grexel Systems Ltd. announced the Residual Mixes for 2010 for 27 European countries. A Residual Mix determines the shares of different energy sources in the part of electricity consumption which is not explicitly tracked. It is advised in the RE-DISS Best Practice Recommendations that countries should use Residual Mix for the disclosure of untracked electricity consumption in fulfilling Directive 2009/72/EC/Article 3.
Grexel attended the RECS Market Meeting 2011
Grexel CEO Marko Lehtovaara counted as one of the speakers in the RECS Market Meeting held this March in Brussels. The two-day conference, organized by RECS International, gathered European energy producers, traders, regulators, policy makers and other relevant actors in the renewable electricity market to discuss consumer commitment in the field. The Market Meeting focused on three key issues: the GO as an instrument for tracking renewable electricity, the use of the GO (including developments in regulations), and claims consumers can make after using renewable electricity.

Grexel to Build the New Central Certificates Registry for Norway
Grexel Systems Ltd. has been awarded with a contract to build the new central certificates registry system for tracking the ownership of green valuein Norway. The central registry for renewable electricity guarantees of origin according to the directives 2001/77/EC and 2009/28/EC will also be able to handle other tradable environmental commodities including support certificates. The registry operator in Norway will be the national transmission system operator (TSO), Statnett SF.The system will be based on Grexel Certification Framework (GCF).
Norway is the largest producer of renewable electricity in Europe and ranks seventh in the world, with over 120 TWh annual generation. To fulfill the requirements of such a demanding market, Norway chose Grexel’s flexible and dependable – and most importantly – tried and tested solutions.
“Norway is a leading country in renewable guarantees of origin. Being the provider of the new Norwegian certificate registry is an important yardstick for us”, Grexel CEO Marko Lehtovaara says.
Norwegian energy companies have been active players in international guarantee of origin markets since the very birth of the certificate trading in Europe in 2001. In 2010, Statnett issued approximately 100 million 1MWh certificates.
Recently Norway and Sweden agreed to establish a joint support scheme based on tradable certificates. A support certificates scheme has been operational in Sweden since 2003, also running on registry system built by Grexel.
“After completion of this joint project, all Nordic guarantee of origin and support certificate registries are based on Grexel Certification Framework. A common technology platform enables further integration of the Nordic electricity market”, Marko Lehtovaara explains.
