Grexel Systems Ltd. became the issuing body for EECS (European Energy Cerificate System) in Finland and Sweden in March 2006. At that time the national transmission systems operators, Fingrid and Svenska Kraftnät, withdrew from the EECS scheme as it was clearly outside their core business: maintaining and developing the grid.
The TSOs still remained as issuers of the national Guarantees of Origin mandated by the governments so they agreed with Grexel that they deliver the national GOs to Grexel, which then issues EECS-compatible GOs based on national ones. The arrangement enabled the continuance of EECS in the countries and gave birth to a fruitful public-private co-operation in guarantee of origin issuance.
EECS-Certificates that rely on Guarantee of Origin a standard set by the EU directive, provide a simple and cost effective way to implement a high quality green certificate trading scheme that is available also to smaller green energy producers.
